This is a report of a winter birding trip to spain for five days in february 2004. both alan jack and i had done two spring trips to spain before, once in 1998 with andy mclevy when we had also been to donana and in 2003 with alan johnson and les robson when we also went to the pyrenees . in both of these trips we had been to extremadura, this has become quite possibly our favourite place in spain to go birding. whilst we had seen the excellent birds on offer a visit at a different time of year would give another perspective. the availability of cheap flights with easyjet and holidays that had to be taken, led us back to spain , this time flying from newcastle to malaga . once in spain we drove from malaga to the laguna de le fuente de piedra and then from here to donana spending the afternoon at the excellent brazo del este accessed from pinzon then from here to el rocio where we spent the night, at the pension cristina. we spent the whole of the next day searching the lagoons and marismas around to the jose valverde centre and back out again, leaving late afternoon to drive north to our base in extremadura, torrejn el rubio. we must be creatures of habit because we stayed at the same pension as we had stayed at during our previous two visits, the pension monfrage this was to be our base for four nights, allowing us to explore the extremadura region. the plan had always been to stay until the last minute birding as long as possible but this nearly proved to be our downfall. calculations were readjusted many times until we realised that we would have to leave torrejn el rubio at 04: 00 to get to malaga on time for our 11: 35 flight, easyjet allow up to 40 minutes before take off to check in which meant at the latest we could check in at 10: 55. driving south, we set off to look for the 24 hour petrol station at trujillo that we were informed of, because the garage at torrejn el rubio was out of diesel when we stopped there on sunday night to fill up for the long drive. alan asked truck driver directions, the nearest open fuel was 5km north towards madrid , the wrong way. although 5km is not very far the fuel trip cost us about 30 minutes. we were on our way in thick fog, visibility was crap this was not what we needed, and the kilometres slowly clicked by eventually the fog thinned and up went the speed. then the motorway ended and we were on single carriageway road with limited overtaking opportunities but it was dark so you could see.

Comes that reflect the will of the voter.247 for the court, this principle and the litigation before it involved "the essence of the structure of our democratic society."248 to permit the voice of the people to be heard, an election system must devote considerable resources toward the task of obtaining an accurate final result. this does not entail a search for the kind of precision that in our world is often impossible, or for a kind of truth that is perhaps unknowable. it does mean, however, that an election outcome cannot be said to be just when there is unequal access to the franchise. given the disparities discussed in part i, access to the vote now must be extended to an interest in equal access to election technology. without such a guarantee, the people's voice cannot be said to be heard. to the extent that some scholars consider voting rights as including a group-based aspect, this dimension of voice also involves an interest in equal access to voting. as samuel issacharoff has explained, "to be effective, a voter's ballot must stand a meaningful chance of effective aggregation with those of like-minded voters to claim a just share of electoral results."249 without equal access to voting, this chance of effective aggregation with like-minded voters will not exist. election systems play a central role in the united states; the interests they protect are at the core of our democratic order. yet election systems frequently have weaknesses and shortcomings. even more troubling, these systems often do not correct themselves. flaws in the design of systems and the use of technology persist over years and even decades. as one technology expert reported recently to computer professionals for social responsibility, "elections experts have been writing since the [19]70s on the inadequacy of u.s. election systems. unfortunately, systems that were inadequate in 1970 are still.
